Zionsville’s ordinance has been in place since January 2020 and it’s fairly clear once you’ve read it. Here’s what matters.
You need to register with the Zionsville Police Department. Carts are permitted on approved streets in the urban district of Zionsville — not the rural parts of town — and only with a valid registration permit.
How registration works:
The fee is currently $50 per cart, issued every two years (biennially). New two-year permits start being issued in November. Permits aren’t transferable and aren’t prorated — so buying in October and buying in December are different propositions, and it’s worth a call to the town before you decide.
Note: you may find older articles quoting a $100 annual fee. That was the original 2020 structure. The town’s current published fee is $50 biennially — confirm with Zionsville PD before you pay.

Fines escalate quickly — a first violation runs $150, a second $250, and a third can reach $500 and cost you your permit.
Or consider an LSV. A Low-Speed Vehicle is titled and registered with the Indiana BMV and can legally use public roads posted at 35 mph or less statewide, which opens up roads the golf cart ordinance closes off. Different vehicle, different paperwork — ask us and we’ll explain the trade-offs.

Zionsville is unusual, and the golf cart suits it. The Village has brick streets, a slow speed limit, and a walkable core that was built long before anyone thought about parking — which is exactly the environment a cart is good at. Being able to drive in, park on Main Street, and walk into a shop or restaurant is a small thing that turns out to matter a lot.
Outside the Village, the neighborhoods are quiet and the streets are calm. Golf is close by. And for households on larger lots toward the rural side of town, a utility-ready cart handles the yard work that a car can’t.
The catch is that Zionsville’s rules are stricter than some of its neighbors — the prohibited street list is real, and the no-trails rule is real. Buy a cart that’s properly equipped and register it, and none of that will bother you.
