Franklin’s ordinance is one of the more detailed ones in the region. The essentials:
Register with the Franklin Police Department. Before you drive on public roads and rights-of-way, your cart must be registered with Franklin PD. They’ll issue two numbered identification decals, which go on the front and rear fender areas where they’re visible while you’re driving.
The registration fee is $100, and it lasts two years. Franklin registers carts in two categories — a “personal transportation cart” (what most residents own) and a “slow moving work vehicle.” Both currently register at $100.
You need proof of financial responsibility. That’s insurance, meeting Indiana’s requirement, and the operator must carry written proof at all times while driving.
Seat belts are required — for everyone. This is the rule that surprises people. Every operator and passenger must wear a seat belt, and there must be one belt available per occupant. If the cart you’re looking at doesn’t have belts for every seat, it isn’t a Franklin-ready cart. Children light enough to require a child safety seat are not permitted.
Where you can and can’t go:
Penalties: fines start at $50 for a first offense and escalate. A third offense within a year can reach $500, with registration revoked for at least a year and the cart towed.
Living outside the city limits? Johnson County has its own separate ordinance covering unincorporated areas, administered by the Johnson County Sheriff’s Office (currently a $100 one-time registration, with proof of insurance required, and operators must be 16+ with a valid license or state ID). County registration does not cover you inside Franklin, and Franklin registration does not cover you in the county. If you’ll cross between the two, you may need to register in both. The Sheriff’s Office publishes a GIS map showing where the boundaries fall.
Or ask about an LSV. A Low-Speed Vehicle is titled and registered through the Indiana BMV and can legally use roads posted at 35 mph or less across the state — no local registration required. For some Franklin drivers that’s the simpler path.
