Indiana law only allows carts on public roads where a city, town, or county has passed an ordinance permitting it, and Indianapolis hasn’t. Suburbs around it have — Carmel, Westfield, Zionsville, Speedway — but the city itself has not.
That doesn’t mean you can’t own one here. It means you need to know which vehicle you’re buying. A golf cart has no VIN, can’t be titled or registered with the Indiana BMV, and is only allowed on public roads in places that have passed a local ordinance. In Indianapolis, there is no such ordinance. A golf cart here is for private property, golf courses, farms, campuses, and events — not for the street.
A Low-Speed Vehicle (LSV) is a different class of vehicle under Indiana law. It’s electrically powered, tops out around 25 mph, carries a 17-digit VIN, and is titled, registered, plated, and insured through the Indiana BMV like any other vehicle. Once that’s done, state law lets you drive it on public roads posted at 35 mph or less — anywhere in Indiana, including Indianapolis.
LSVs come from the factory with the equipment to make that legal: headlights, turn signals, tail and brake lights, reflectors, mirrors, a windshield, and seat belts at every seat.

Not simply by adding lights. Indiana’s LSV definition specifically excludes golf carts, and an LSV needs a conforming VIN and manufacturer certification. If you want a street-legal vehicle, the reliable route is to buy one that’s built and certified as an LSV. Talk to us about it.
