Westfield changed its golf cart rules recently, and a lot of what people “know” about carts here is now out of date. Here’s the current picture.
The City of Westfield passed Ordinance 25-30 in July 2025, and the updated rules took effect November 1, 2025. The big shift: instead of allowing trail access only in certain neighborhoods, the city opened it up citywide — but it added a real permit process to go with it.

Standard traffic laws apply, including DUI and hands-free phone rules. Fines start at $100 for a first offense and climb from there, and repeat or serious violations can mean impoundment.
Booking your inspection: the city runs community registration days (often at neighborhood clubhouses), or you can request an appointment through the city and have an officer handle it. Check westfieldin.gov for current dates and the map of permitted routes.
One more option: the LSV. If you want to drive on more roads than the golf cart rules allow, ask us about a Low-Speed Vehicle. An LSV is titled, registered, and insured through the Indiana BMV, and under state law it can be driven on public roads posted at 35 mph or less anywhere in Indiana. It’s a different vehicle class with different paperwork, and for some Westfield buyers it’s the better answer.

Yes, with a permit. Under Ordinance 25-30, every cart must be inspected and permitted by the Westfield Police Department before it’s driven in the city. Permitted carts can use city streets posted at 25 mph or less, plus authorized perimeter paths and trails.
Yes. You’ll need to pass a Westfield PD inspection and display two permits, one on each side of the cart. Bring proof of insurance and a valid driver’s license to the inspection — without them, no permit is issued.
The initial inspection and permit is $100, valid through December 31 of the second calendar year following inspection. Renewal is $50 every two years. Confirm current fees with the city, as they can change.

On authorized trails and perimeter paths, yes — at 15 mph or less, with a permit. Sidewalks, paths narrower than five feet, and non-authorized trails are off-limits, and the Monon Trail is excluded.
