Street-Legal Golf Carts in Westfield: What You Need to Know

Westfield changed its golf cart rules recently, and a lot of what people “know” about carts here is now out of date. Here’s the current picture.

The City of Westfield passed Ordinance 25-30 in July 2025, and the updated rules took effect November 1, 2025. The big shift: instead of allowing trail access only in certain neighborhoods, the city opened it up citywide — but it added a real permit process to go with it.

What’s required now:

  • A police inspection. Every golf cart must be inspected and permitted by the Westfield Police Department before you drive it inside city limits.
  • Working equipment. The inspection checks that your headlights, taillights, and turn signals all work, and that rearview mirrors are installed.
  • Proof of insurance and a valid driver’s license, brought with you to the inspection. If you can’t show both, you won’t get the permit.
  • Two permits per cart, issued after you pass, one for each side of the cart. Each carries a four-digit number and the year it was issued.
  • The fee: $100 for the initial inspection and permit, which is good through December 31 of the second calendar year after inspection. Renewal is $50 every two years.

  • City streets posted at 25 mph or less
  • Authorized perimeter paths and trails, at 15 mph or less
  • Not on sidewalks, paths under five feet wide, or non-authorized trails
  • The Monon Trail and the Midland Trail west of US-31 stay off-limits

Standard traffic laws apply, including DUI and hands-free phone rules. Fines start at $100 for a first offense and climb from there, and repeat or serious violations can mean impoundment.

Booking your inspection: the city runs community registration days (often at neighborhood clubhouses), or you can request an appointment through the city and have an officer handle it. Check westfieldin.gov for current dates and the map of permitted routes.

One more option: the LSV. If you want to drive on more roads than the golf cart rules allow, ask us about a Low-Speed Vehicle. An LSV is titled, registered, and insured through the Indiana BMV, and under state law it can be driven on public roads posted at 35 mph or less anywhere in Indiana. It’s a different vehicle class with different paperwork, and for some Westfield buyers it’s the better answer.
